Within this active measure of the labor market, allowances to perform activation activity by the form of voluntary service pursuant to § 52a of the Act No. 5/2004 of the Code related to employment services as amended by later regulations (hereinafter referred to as „employment service act“).
Characteristic of activation activity by the form of voluntary service
Voluntary service is a form of activation of job seeker by performance of voluntary service, the objective of which is acquirement of practical experience for the needs of labor market. During the voluntary service performance the job seeker provides assistance in:
a) care of unemployed persons, persons with health handicap, immigrants, person after return from execution of punishment in a correction institution, drug and other dependant persons, unprovided children and other persons reliant on care by other persons, family or when providing community service and other services in the field of social matters, health service, education, culture, sport, creation, protection and maintenance or improvement of environment, protection and preservation of cultural heritage, when performing cultural events or collections, charity events for persons pursuant this provision, when protecting consumers and in area of contact with public.
b) natural catastrophes, ecologic catastrophes, humanitarian help and civil protection.
Scope of activation activity performance by the form of voluntary service
A job seeker performs voluntary service 20 hours a week for maximum six calendar months at a legal entity or physical entity continuously. The voluntary service may be performed in the case only, if it is the question of situation pursuant to Section1 Letter b).
The participation of a job seeker in voluntary service is unforced.
During the voluntary service performance, a job seeker may not perform activation activity pursuant to § 52.
Authorized subject (applicant)
Legal entity or physical entity, which does not perform its activity in one of areas pursuant to Section 1 for the profit purpose of profit and to the day of written request presentation performs activity pursuant to Section 1 Letter a) for the period of minimum one year. Fulfillment of this condition of activity performance duration is not required if it is the question of first-aid performance pursuant to Section 1 Letter b).
Legal entity/physical entity allowance
The allowance may be provided according to a request and contract concluded with the Office of Labor, Social Matters and Family. The allowance for activation activity by the form of voluntary service consists of allowance to compensate the part of costs connected with voluntary service performance and allowance to compensate the part of the total work price of employee organizing the voluntary service (organizer).
Allowance use purpose
The allowance may be used to
- To compensate the part of costs for a legal entity or physical entity related to qualified performance and operation of voluntary service mainly for settlement of:
- To compensate the part of the total work price of employee, who organizes the voluntary service, i. e. to compensate the costs of legal entity/physical entity for salary of the organizer paid and related insurance premiums paid by the employer for this employee partially.
Actual purpose of allowance use is to be agreed in the agreement with the Office pursuant to „Intention of activating activity organizing“, which is the Appendix to the request for allowance providing by legal entity/physical entity.
Maximum allowance amount pursuant to of the employment service act
Actual real allowance amount
Actual real allowance amount per one job seeker/month depends on strategic targets of activating activity and available volume of finances determined from the European Social Fund (ESF) for financing of such active measure of the labor market through the National Project No. V-2.
Unit basic allowance amount to compensate the part of costs related to qualified performance and operation of the voluntary service per one job seeker/month is determined to be 2,5 % of the total work price pursuant to § 49 Section 4 of the employment service act.
Unit basic allowance amount to compensate the part of the total work price of employee who organizes the voluntary service performance per one job seeker/month is determined to be 2 % of the total work price pursuant to § 49 Section 4 of the employment service act.
Total both components of the allowance are maximum in amount of 4,5% z of the total work price pursuant to § 49 Section 4 of the employment service act.
Lump-sum allowance to a job seeker
During the performance of voluntary service, the Office provides to the job seeker a lump-sum allowance in amount of substinence minimum of an adult physical person pursuant to the Substinence minimum Act. It is determined to compensate unavoidable expenses for boarding, accommodation and travel from the place of his/her principal residence or temporary residence to the place of voluntary service performance. The lump-sum allowance is reduced for each day of absence on the place of voluntary service performance pursuant to work attendance registration.
Allowance to a legal entity, physical entity and job seeker is provided by the Office, in the territory of which the voluntary service is performed.
Request presentation
Legal entity or physical entity presents a request to provide the financial allowance for activating activity on the form to be found in the Homepage of the Head Office of Labor, Social matters and family or on relevant Office.
Written request inclusive of appendices shall be submitted by the applicant in one original. The request shall be confirmed by the statutory body of the applicant.
